Duty Rates & Affected Suppliers

    The duties are based on a finding by the Korea Trade Commission that dumped Chinese imports caused material injury to the domestic industry. The definitive duty rates vary by supplier:

    • 27.91%: Baoshan Iron & Steel

    • 29.62%: Jiangsu Shagang

    • 32.32%: Hunan Valin Xiangtan

    • 34.10%: Sino International, Xiamen ITG, and other cooperating/ non-listed suppliers

Product Scope & Key Exemptions

    • Targeted Products: The measures apply to carbon and alloy steel hot-rolled thick plates with a thickness of ≥4.75 mm and a width of ≥600 mm, not in coil form (specific HS codes apply).

    • Major Exclusions: Notably, the duties exclude several categories of high-end steel plate, including:

      • Products meeting specifications ASME SA516-70 (thickness ≥134mm), SA299 Grade B (thickness ≥50mm), and SA302 Grade B/C.

      • Certain high-strength plates for engineering machinery, such as NM400/500 and EN 10025-6 S890Q, S960QL, that meet specific property requirements.
